One of my team mates shared this technique at our Team Meeting last night. It is the Shaving Cream Sparkle Technique, a tutorial for which can be found on Splitcoaststampers
The bsckground was created by inking up a stamping block with Black Memento ink and applying shaving cream over it (like icing a cupcake), and then applying it to a piece of watercolour paper. I left several untouched areas on purpose.
After the background was day, it was embossed with gold embossing powder and a "dot" stamp. I chose to apply minimal "dots" but you can put as many as you wish depending on your vision.
The image of the punched cat was also embossed. The entire surface of a separate strip of Basic Black card stock was embossed with a mixture of clear and silver embossing powder and the cat was punched from this. Other cats were punched and adhered with this embossed cat to give it dimension and height.
The heart is a gold metallic element,
